Lowell Dean Huggins Sr., 72, died on July 11, 2015. Lowell moved to Arizona in 1956 with his parents and has always had a great love for Chandler. He graduated from Chandler High and worked as a barber since 1960. He served the city as a police officer for 20 years, and served on the Chandler City Council from 1988 to 1996, and was re-elected in 2000 and 2004. Lowell is unique in Chandler history as the only person to serve three terms as vice-mayor. Lowell also taught martial arts and criminal justice as ASU and MCC. He is predeceased by a son and a brother. Surviving are his wife, Mary Ann, a son, two stepdaughters and other relatives. A Celebration of Life service is planned for 9:00 a.m. on Sat., Aug. 8, at the Chandler Christian Church, 1825 S. Alma School Rd., Chandler.
