Alan Carroll, 78, former Arizona State University (ASU) Budget Director, passed away on August 28, 2019. 

Alan, an Arizona native, joined the US Army in 1963.  He attended Counterintelligence School, Ft. Holabird, MD 1964 and Vietnamese Language School, Presidio of Monterey, CA 1964-1965 (47 weeks).  After completing his training has was assigned to the 441st Intelligence Corps Attachment, 1st Special Forces Group, 1st Special Forces, Special Action Force Asia 1965-1966; serving in Okinawa, Vietnam and Thailand.  

After military service, Alan returned to Arizona and received his BA in Political Science from ASU in 1969.  He went on to complete a Masters in Public Administration at ASU with an emphasis in City Management in 1971.

Alan began his career in public finance in 1969.  From 1969 until 1971, he worked as an analyst for the Maricopa County Budget Office.  In 1971, Alan moved to the Executive Branch of Arizona State Government Service, accepting a position as a Budget Analyst/Senior Budget Analyst in the Governor’s Budget Office where he remained for five years.  While not even requested by ASU, Alan was successful in obtaining the first equity funding for ASU vs. UA.  In 1976, Alan moved to the Legislative Branch of Arizona Government Service, accepting a Senior Budget Analyst position with the Arizona Legislative Budget Committee where he remained until 1978.  In 1978, Alan assumed the position of Budget Director at ASU.  During his tenure, Alan played big roles in the creation of ASU West and East, in 22:1 funding for universities and in equity funding for ASU vs. UA. Alan retired from ASU on December 1, 2005.

During retirement, Alan, an accomplished artist, enjoyed drawing and painting. He is survived by his wife Wendy; son Andrew, wife Paige and grandchildren Jackson and Alexa; and, son Jonathan.
