October 2024 - ADOA/ASRS Open Enrollment Seminar
The annual ADOA/ASRS Open Enrollment seminar was held on Thursday, October 17, 2023. Presenters for the seminar included Laura Carerra from the Arizona Department of Administration Benefit Services Division, Randi Gray from the Arizona State Retirement System and Nikki Mangnall from United Healthcare Retiree Solutions.
Arizona Department of Administration
Laura was the first presenter. She indicated that the open enrollment period for ADOA occurs from October 28th- November 15th and the benefits effective date is January 1, 2025. The deadline for making any changes is November 15th, 2024 at 5:00 pm Arizona time.
This is a passive enrollment year, which means if you are not making any changes to your coverage, you don’t need to do anything. However, if you are planning on making any benefit changes, you need to enroll. There are slight increases to the vision premium and no deductible changes.
Enrollment is online only. Go to https://benefitoptions.az.gov/oe to complete enrollment. A mailing with current elections for insurance was sent out October 7th with a link to the AODA Retiree Benefits Enrollment Guide 2025. The guide is only available online.

Arizona State Retirement System/United Healthcare
Next up was Randi Gray from the ASRS. Randi indicated that the open enrollment period for ASRS occurs from November 1 – 30th. Benefits effective date is January 1st, 2025.
This is a passive enrollment year, which means if you are not making any changes to your coverage, you don’t need to do anything. However, if you are planning on making any benefit changes, you need to enroll. There are a few changes to Medicare Part D and the HMO plan offered through ASRS. The PPO plan has no benefit changes.
An addition to both the HMO and PPO plans is Routine Medical Transportation has been added. This means you can get transportation to health care appointments or the pharmacy: 12 round trips or 24 one-way trips are included per year. See the plan details for more information about this benefit.

Nikki Mangnall from United Healthcare Retiree Solutions spoke in detail, about the United Healthcare Medicare Advantage plan that has been put together specifically for ASRS participants.
